Silage Suppliers for the UAE: Importing Corn Silage from Pakistan
The UAE imports almost all of its forage. That is a policy outcome as much as a climate one: groundwater is finite, and the emirates have pushed water-hungry forage crops off local farms. What arrives instead is mostly baled hay from long distances — Rhodes grass, alfalfa, some cereal hays. Corn silage is a different product with a different logistics profile, and it does not win every comparison. This page sets out what a UAE buyer needs to check before importing wrapped corn silage bales from Pakistan: the regulatory route through MOCCAE and MoFAIC, the GSO standards that govern contaminants in feed, the Karachi–Jebel Ali sea leg, and the freight arithmetic that decides whether silage makes commercial sense against hay. Where hay is genuinely the better buy, we say so.
Why the Gulf imports forage at scale
The UAE government's own description of its agricultural position is blunt: the desert accounts for more than three quarters of the country's total area, and farming contends with "low rainfall, high temperatures, poor soil and lack of natural water ways", alongside scarcity of water resources and arable land, and soil salinity (u.ae).
Forage is the worst possible crop to grow under those constraints. It is bulky, low-value per tonne, and consumes irrigation water in proportion to the biomass it produces. That logic has driven policy across the Gulf:
- Abu Dhabi has moved government support away from water-hungry forage crops such as Rhodes grass and toward lower-water alternatives, on groundwater drawdown and salinity grounds. The Abu Dhabi Agriculture and Food Safety Authority (ADAFSA) runs the forage-alternatives and irrigation-efficiency programmes. If the exact policy timeline matters to your business case, get it from ADAFSA directly rather than from a supplier's website — we are not going to put dates on this page that we cannot cite.
- Saudi Arabia has gone further in curtailing domestic green-fodder cultivation for the same water reasons, with the shortfall covered by imports.
The result is a regional dairy and livestock sector — Holstein herds in cooled barns, camel dairies, sheep and goat feedlots — running on forage that arrived by sea. The question for a UAE buyer is never "import or grow". It is "which imported forage, from where, at what delivered cost per kilogram of dry matter".
What corn silage actually is, in technical terms
Corn silage is the whole maize plant — stalk, leaves, cob and grain — chopped at a specific maturity and fermented under exclusion of air. The fermentation converts plant sugars to lactic acid, which drops pH and stabilises the material.

On the milk line
The kernel milk line — the boundary between the doughy starch layer and the milky layer, visible when you snap a cob — is the field indicator most growers use to time harvest. It moves down the kernel as the plant matures and starch accumulates.
It is worth knowing what extension services actually say about it. Penn State's guidance is that "moisture content cannot be determined accurately using the kernel milkline, because of variations due to weather and hybrids. Moisture content should be measured rather than estimated." The recommended approach is to use the milk line as the trigger to start sampling, measure whole-plant moisture directly, then project the harvest date using a typical dry-down rate of 0.50 to 0.75 percentage points per day.
So when any supplier — including us — says "harvested at milk-line stage", the correct follow-up question is: what was the measured whole-plant dry matter at chopping, and who measured it? Milk-line stage describes when we cut. It does not, on its own, tell you the dry matter you are buying.

Corn silage against the alternatives the Gulf already uses
Here is the honest comparison, using published reference values rather than marketing figures. Note that these are figures for maize silage — fermented whole-plant maize at typical harvest maturity — not for fresh green maize forage, which is a different feed with a materially different analysis and is sometimes quoted in its place.

Where corn silage wins
Energy and starch. Maize silage in this dry matter band carries close to 30% starch on a dry matter basis. Neither Rhodes grass nor alfalfa carries meaningful starch. For a lactating herd, that starch is fermentable energy you would otherwise buy as grain. It is also why maize silage carries the highest metabolisable energy of the three at around 10.8 MJ/kg DM.
Fibre load. At roughly 44% NDF, maize silage sits well below Rhodes grass hay's ~76%. High NDF is what limits intake in a mature tropical grass hay.
Intake and consistency. Rhodes grass hay has very high NDF and lignified stems. Feedipedia notes that animals select leaf over stem and that 30–50% refusals are often needed to get acceptable intake from mature Rhodes hay. That refusal rate is a real cost that rarely appears on the invoice.
It arrives already fermented. No soaking, no long conditioning. Open the bale, feed it.
Where hay genuinely wins — and this matters
You are paying freight on water. Corn silage at 33% dry matter is 67% water by weight. Hay is roughly 86–90% dry matter. On a 40ft container limited to roughly 26,500 kg of payload (a 40ft dry container's plated maximum gross is commonly 30,480 kg, but check the CSC plate on the unit you are actually offered — tare and payload vary by box):

That is roughly twice the metabolisable energy per container from hay — about 2.0 times for Rhodes grass, about 2.1 times for alfalfa. There is no way to argue around it. It is why hay, not silage, dominates long-haul forage trade from the Americas, Europe and Australia, and it is why any silage supplier quoting you a container price without a dry matter figure attached is not giving you usable information.
The corollary is the whole commercial case for Pakistani silage: the freight leg has to be short, and the origin price per kilogram of dry matter has to be low enough to absorb the water you are shipping. If the delivered cost per kilogram of dry matter does not beat your current hay, do not buy it.
Hay also wins on physical effectiveness and on risk. Long-fibre hay does work in the rumen that chopped silage does not do as well, and most rations need some. Dry hay tolerates handling abuse; a wrapped silage bale with a punctured film is a spoiled bale. And for camel dairies specifically, the published research base for corn silage in camel rations is thinner than for cattle — if you run camels, treat a first purchase as a controlled feeding trial with a defined control group, not as a wholesale switch.
Realistic positioning: corn silage is a component of the forage portion of a ration alongside hay, not a replacement for it. What it buys you is starch and energy density, which is exactly what hay does not carry.
The Karachi to Jebel Ali route
Karachi to Jebel Ali is one of the shortest sea legs in the international forage trade — a matter of days, against the several weeks a container takes from the US Pacific Northwest, Spain or Western Australia.
We are not going to publish a median transit figure or a precise distance on this page, because we could not source one we would stand behind, and a number you cannot verify is worse than no number at all. Get the port-to-port time and the sailing frequency from the carrier for the specific service you would use, and plan against that, adding terminal handling and customs clearance at either end.
The direction of the comparison is not in doubt, and it matters more than the exact figure. For a product carrying two-thirds water in a sealed anaerobic package, transit time is not a convenience issue — it is a product-integrity issue. Every additional week in a container in tropical waters is another week for a marginal film seal to fail and for a bale to go aerobic.
Practical implications for a UAE buyer:
- Short transits make small trial orders economic. You can test a container and repeat within a short cycle rather than committing blind to volume.
- Ambient heat is the enemy on arrival. Plan for covered storage and short feed-out windows once bales are opened. Aerobic stability, not fermentation quality, is where imported silage most often fails in the Gulf.
- Rejection at port is far less costly when the return leg is short.

UAE import requirements: what actually has to be in place
Verify all of this with the authorities before contracting. Requirements change, and the responsibility for the import permit sits with the importer of record in the UAE, not with the exporter.
1. Competent authority and import permit
The Ministry of Climate Change and Environment (MOCCAE) is the federal authority for agricultural and animal-feed imports. UAE importers apply for an import permit through MOCCAE's digital services before the consignment ships. In Dubai, the relevant municipality authority may also be involved at clearance. Note that the permit is issued to the UAE importer, not to the exporter. A Pakistani supplier cannot obtain it for you.
2. Phytosanitary certificate from Pakistan
Forage is a plant product. Silage exported from Pakistan requires a phytosanitary certificate issued by the National Plant Protection Organisation of the exporting country, and an importer should require one on every consignment.
In Pakistan that body is the Department of Plant Protection (DPP), under the Ministry of National Food Security and Research, and applications now run through the Pakistan Single Window (PSW) platform. The process involves an application, inspection of the consignment by a DPP inspector, mandatory fumigation for some commodities, and issue of the certificate on satisfactory inspection (DPP export procedure; PSW–DPP).
Check three things on the certificate before the container sails:
- The botanical name and product description match the commercial invoice.
- The container and seal numbers appear and match the bill of lading.
- Any additional declarations required by MOCCAE for that commodity and origin are present. Ask MOCCAE what wording it wants; get it onto the certificate before issue, because amending it afterwards is slow.
3. Certificate of origin and document attestation
Certificates of origin are issued and approved by the chamber of commerce in the exporting country (trade.gov, UAE import requirements).
The UAE additionally requires electronic attestation of commercial invoices and certificates of origin through eDAS, run by the Ministry of Foreign Affairs. The published fee is AED 150 per invoice or certificate of origin, and the automated system completes attestation in about two minutes (MoFA — Commercial Invoice Attestation via eDAS 2.0). Attestation obligations were extended to imported goods above a value threshold under Cabinet Decision No. 38 of 2022; confirm the current threshold and any exemptions with your clearing agent, as these have been revised since introduction.
4. Mycotoxin and contaminant limits under GSO standards
This is the compliance area that most often catches out forage consignments, and the standards are worth naming precisely.

Two points on how these work in practice.
GSO 193 covers feed only where the contaminant transfers to food. Codex CXS 193-1995, on which it is based, states that it "includes only maximum levels of contaminants and natural toxicants in feed in cases where the contaminant in feed can be transferred to food of animal origin and can be relevant for public health" (Codex CXS 193-1995, PDF). For dairy, the binding downstream number is aflatoxin M1 in milk at 0.5 µg/kg. Aflatoxin B1 in feed converts to M1 in milk. That is the mechanism by which a feed problem becomes a milk rejection.
Many Gulf importers write the EU feed limits into contracts because they are explicit and easy to test against. Under EU Directive 2002/32/EC, aflatoxin B1 is limited to 0.02 mg/kg (20 µg/kg) in feed materials, 0.01 mg/kg (10 µg/kg) in complementary and complete feed generally, and 0.005 mg/kg (5 µg/kg) in compound feed for dairy cattle and calves, dairy sheep and lambs, dairy goats and kids, all relative to feed with 12% moisture (EUR-Lex, consolidated Directive 2002/32/EC). Specifying these in your purchase contract is a reasonable and common practice regardless of what the GSO minimum requires.
Sampling is not a formality. Codex notes that aflatoxin distribution in a lot is "extremely non-homogeneous", which is why its sampling annexes call for large aggregate samples — 20 kg laboratory samples for peanuts, for example. A single grab sample from one bale tells you almost nothing about a container. Agree a sampling protocol in the contract: number of bales sampled, cores per bale, and whether the aggregate is composited or tested separately.
Our test results: whether you carry out mycotoxin testing and at what frequency, your aflatoxin B1 / total aflatoxin results, and the name and accreditation of the laboratory used.
5. Labelling
We were not able to verify a Gulf standard setting labelling requirements specific to baled silage, as distinct from packaged compound feed. Confirm current labelling requirements directly with MOCCAE before your first shipment, and do not rely on any supplier's assurance on this point.
As good commercial practice regardless of what is legally required, each bale or pallet should carry: product name, country of origin, producer name and address, lot or batch number, harvest date, wrap date, net weight, dry matter at baling, and storage and feed-out instructions. 6. Tariff classification
Forage products generally fall under HS heading 12.14 (hay, lucerne, clover and similar forage products), with subheadings 1214.10 and 1214.90 in the Pakistan Customs Tariff. Confirm the exact subheading your clearing agent will declare against, and the applicable UAE duty, before you price the deal. GCC common external tariff treatment of feed and forage has historically been favourable, but verify rather than assume.
Documentation to require from any Pakistani silage supplier
Use this as a checklist. It applies to us and to everyone else.
- Phytosanitary certificate from DPP Pakistan, with container and seal numbers matching the bill of lading and any MOCCAE-required additional declarations.
- Certificate of origin from a Pakistani chamber of commerce, with eDAS attestation.
- Commercial invoice and packing list, attested, showing bale count, individual and total net weight, and lot numbers.
- Bill of lading with container and seal numbers.
- Certificate of analysis from an independent, accredited laboratory — not an in-house sheet. Ask for ISO/IEC 17025 accreditation. It should report at minimum: dry matter, crude protein, NDF, ADF, starch, ash, pH, ammonia nitrogen as a percentage of total nitrogen, and aflatoxin B1. Ask additionally for deoxynivalenol, zearalenone and fumonisins if you are feeding a high-value dairy herd. Establish in writing whether the supplier tests every lot or only periodically — the two are not the same commitment.
- Fumigation certificate, if required for the commodity and route.
- Non-GMO declaration, if your own customers or standards require it. state whether your hybrids are non-GMO and whether you can issue this declaration
- Loading evidence — dated stuffing photographs, seal numbers, and a record of ambient conditions at loading.
- A written moisture and weight basis. This is the single most important commercial term in a silage contract. Agree explicitly whether price is per tonne as fed or per tonne of dry matter, and what happens if the arrival dry matter differs from the contracted figure by more than an agreed tolerance. Without this clause, a wet consignment transfers the entire cost of the extra water to you.
- Rejection and inspection terms: who samples, where, against which limits, and who pays for a failed container.
One practical note on units. Pakistani sellers domestically quote in maunds (1 maund = 40 kg) and price land and yields per acre. For export contracts, insist on metric tonnes throughout — invoice, packing list, certificate of analysis and bill of lading — so nothing is lost in conversion.
On bale wrap, and what to inspect on arrival
Wrapped bale silage depends entirely on the film seal. Research conducted for Hybu Cig Cymru / Meat Promotion Wales tested wrap coverage on baled silage and found that where insufficient film reached parts of the bale, Listeria populations were around 30 times higher than on adequately wrapped bales, with poorer fermentation quality. The study's conclusion was the importance of ensuring a minimum of four layers of film over the entire bale. Comparing four layers against six on relatively dry silage, the study found few statistically significant differences, though six-layer bales held vacuum around 75% longer and showed less visible surface mould; protecting the stack from physical damage mattered more than layer count (Davies & Fychan, 2007, PDF).
The honest reading of that evidence: layer count above four is worth less than handling discipline. When your container is opened, inspect for punctures, tears at bale ends, film stretched thin over shoulders, and any bale that has lost its taut appearance. A soft or bulging bale has gone aerobic. Photograph everything before the container leaves the port.
Our wrap specification: number of film layers, film micron thickness, film brand, and UV rating. Our bales weigh 60–70 kg each, which is a size that can be moved and fed by hand without a loader.

At published energy values that is roughly twice the metabolisable energy per container from hay — about 2.0 times for Rhodes grass, about 2.1 times for alfalfa. Silage only makes commercial sense where the freight leg is short and the origin price per kilogram of dry matter is low enough to absorb the water being shipped. Compare on delivered cost per kilogram of dry matter, or per megajoule of energy, never on price per tonne as fed.
- What should I insist on in a silage purchase contract?
- Above all, a written moisture and weight basis. State explicitly whether the price is per tonne as fed or per tonne of dry matter, what dry matter percentage is contracted, the tolerance, and what happens if arrival dry matter falls outside it. Without that clause the cost of any extra water transfers entirely to you. Also specify the sampling protocol — how many bales, how many cores per bale, composited or separate — because aflatoxin distribution in a lot is, in Codex's words, extremely non-homogeneous, and a single grab sample proves nothing. Then specify the accredited laboratory, whether testing is per lot or periodic, the contaminant limits, and who pays for a failed container.
- How many layers of wrap should silage bales have?
- Research for Meat Promotion Wales found that where insufficient film reached parts of a bale, Listeria populations were around 30 times higher and fermentation quality was poorer, and concluded that a minimum of four layers must cover the entire bale. Comparing four layers against six on relatively dry silage, the same study found few statistically significant differences, though six-layer bales held vacuum about 75% longer and showed less visible surface mould. - Using Feedipedia's published reference values, maize silage in the 30-35% dry matter band runs about 6.9% crude protein, 44.3% NDF, 23.3% ADF, 29.1% starch and 10.8 MJ/kg DM of metabolisable energy. Rhodes grass hay runs about 10.1% crude protein on average, 75.7% NDF and 8.1 MJ/kg DM. Alfalfa hay runs about 18.2% crude protein, 44.8% NDF and 8.4 MJ/kg DM. So silage leads clearly on energy and starch, alfalfa leads clearly on protein, and Rhodes grass leads on nothing except dry-matter density per container and price. Be careful with figures quoted for fresh green maize forage rather than fermented maize silage — they are a different feed and understate silage energy and starch substantially.
- Can corn silage be fed to camels?
- It can be included, but treat it carefully. The published research base for corn silage in camel rations is considerably thinner than for dairy cattle, and Gulf camel dairies have traditionally run on alfalfa and Rhodes grass. If you run camels, structure a first purchase as a controlled feeding trial with a defined control group and monitor intake, milk yield and body condition rather than switching the herd wholesale.
- Does corn silage replace hay in the ration?
- No. It replaces part of the forage portion. Long-fibre hay does physical work in the rumen that chopped, fermented silage does less well, and most rations need some. The realistic role of corn silage is as a fermentable energy and starch source alongside hay, reducing the amount of purchased grain needed. Have your nutritionist balance the full ration against an actual certificate of analysis for the consignment, not against published table values.
